Obtaining a New York City Gun Permit

The application process for a handgun license in New York City usually takes between 3-6 months to be completed, however, the wait can take up to 8-10 months. An eligible applicant should be at least 21 years, have no prior felonies, and possess good moral character.

STEP-BY-STEP INSTRUCTIONS FOR THE APPLICATION FOR A HANDGUN LICENSE IN NYC

Foremost the applicant must visit the NYPD Permitting & Licensing" public portal and complete the handgun license application document electronically.

Next, the applicant must pay an application fee of $340 and a fingerprint fee of $91.50 to the NYPD Licensing Division either through a bank check, a certified check, credit card or money order.
Afterward, the applicant should gather copies of original supporting documents that include a birth certificate, proof of citizenship, proof of residency, proof of business ownership (if the handgun license is required for on-premise possession), arrest/summons/order of protection documents, military discharge documents (if applicant served in the military), and two passport-sized photos.
The applicant will then submit the supporting documents electronically along with the application document.
Original copies of the documents will be required later when the applicant has been invited for the interview once the application for the license has been approved.
In addition, the applicant should gather several legal documents including a Letter of Necessity — if the applicants also want to get approved for a carry license — an Affidavit of Familiarity with Rules and Laws, an Affidavit of Cohabitant, and Safe Guardian Affidavit. These will be submitted electronically along with the application document.
After submitting the application document and providing all the supporting documents to the NYPD Licensing Division, the applicant will receive a wait letter within 1-3 months. The letter will have details and contact information for the officer assigned to handle the application.
The wait letter from the NYPD Licensing Division will require the applicant to provide at least three reference letters from referees that have known the applicant for at least two years.
The reference letters should be detailed and can be personal, but they should indicate that the applicant is “of good moral character.
The wait letter will also contain a request for the applicant to schedule for an interview with the assigned officer as well as any request for further documentation that might be required by the NYPD Licensing Division.
Once the interview date has been confirmed, the applicant will be invited to the 1 Police Plaza for the interview with the officer assigned to handle the application.
After another 1-3 months, the NYPD Licensing Division will send a letter of approval/denial of the gun permit application.
If the handgun license application is approved, the applicant be given 30 days to visit 1 Police Plaza and pick the License & Purchase Authorization document.
Once, the applicant has received the License & Purchase Authorization, s/he will be given "30 days to purchase a handgun from an authorized FFL".
If the application is rejected, the applicant is given four months to file an appeal under Article 78.
After purchasing the handgun, the applicant is supposed to present it to 1 Police Plaza within 72 hours (including weekends and holidays) for inspection.
The gun presented for inspection should be unloaded and locked.
The applicant should also present two copies of the purchase receipt along with the License and Purchase Authorization document.
After the inspection, the inspecting officer will then record the details of the handgun including make, model, serial number and caliber on the license and the applicant will be required to verify the details before obtaining the handgun license.
ELIGIBILITY FOR HANDGUN LICENSE IN NYC
The applicant must be a resident of New York City.
An eligible applicant must be of at least 21 years old.
A military veteran under 21 years old, however, who was "honorably discharged from military service is eligible to apply for a firearm license".
An eligible applicant must have no prior serious offense convictions or felonies and possess good moral character.
The applicant must provide a "legally recognized reason" as to why s/he wants to possess or carry the firearm.
In case the gun permit is being applied for business purposes, the applicant must be ready to commence the business for which the permit is being applied.
APPLICATION PROCESS FOR A HANDGUN LICENSE
As of January 1, 2018, an application for the gun permit can only be submitted online to the NYPD License Division through the NYPD Permitting & Licensing" public portal.
The applicant is supposed to complete the handgun license application document electronically.
The application document captures personal details of the applicant including full name, date of birth, social security number, physical address, criminal history, mental health history, and character references.
SUPPORTING DOCUMENTS
Fees — An applicant is required to pay an application fee of $340 and a fingerprint fee of $91.50 to the NYPD Licensing Division either through a bank check, a certified check, credit card or money order. The fees are not refundable.
Passport-sized Photographs — The applicant should provide two recent passport-sized color photos with dimensions of 1.5 X 1.5 inches.
Birth Certificate –An applicant must provide a birth certificate or any other document that proves the date of birth such as US Passport, military record, or baptismal certificate.
Proof of Citizenship/Alien Registration — An applicant who is a US citizen by naturalization is required to submit official naturalization documents or Alien Registration Card.
Military Discharge — If the applicant served in the military, s/he should provide military discharge documents.
Proof of Residency — The applicant should provide a document that proves physical residence such a utility bill, NY State Income Tax Returns document or driver's license.
Arrest/ Summons/ Order of Protection Information — The applicant should provide any summons, restraining order papers, and order of protection documents received as well as divulge any present arrest information for any legal violation.
Proof of Business Ownership (for business licenses) — If the license is required for an on-premise possession of the handgun, the applicant should provide a document that proves the ownership of the business.
The applicant is supposed to provide original copies of all the documents as well as a copy of each of the documents to the NYPD Licensing Division.
LEGAL DOCUMENTS REQUIRED DURING THE APPLICATION
Letter of Necessity — for carry permits: If the applicant seeks to carry the gun, s/he should provide a Letter of Necessity that details the reason and cause to obtain a carry permit.
Affidavit of Familiarity with Rules and Laws: The applicant should provide an affidavit letter that confirms that s/he is familiar with "NYC Title 38 Chapter 5 (licensee responsibilities), NYS Article 35 (deadly force), NYS Article 265 (criminal possession of firearms), NYS Article 400 (licensee responsibilities and rules regarding safety locking devices (trigger locks), NYC Charter 18-C (public safety zones), US Title 18 (persons prohibited from possessing firearms), and the NYPD pamphlet on terrorism and suspicious activity".
Affidavit of Cohabitant: If the applicant lives with a person aged over 18 years, then s/he should complete an affidavit that indicates so and if the applicant lives alone s/he complete an affidavit that indicates that s/he lives alone.
Safe Guardian Affidavit: The applicant should complete an affidavit that designates a person who will be responsible for the firearm in the event of the applicant's disability or death.
These documents should be submitted electronically along with the application document.
